Once he was safely back in Vermilion City, Ash had Charmer Cut down the bush blocking the route to the Gym. Inside the large Gym, Ash was greeted by a trainer who was standing between two large pillars.

“Lt. Surge has a nickname. People refer to him as the Lightning American!” the trainer explained. “He's an expert on electric Pokémon! Birds and water Pokémon are at risk! Beware of paralysis too! Lt. Surge is very cautious! You'll have to break a code to get to him!”

Ash was challenged by three trainers who were hanging out at the Gym: Rocker, Sailor, and Gentleman. Fighting these trainers gave Ash good practice for his upcoming rumble with Lt. Surge.

Before facing Lt. Surge, Ash ran out to the Pokémon Center to heal his Pokémon. He returned to the Gym ready to go, but found the Gym Leader was guarded by a locked door. So this was the code he had to break!

Rocker told Ash, “When you open the first lock, the second lock is right next to it!” Ash also learned that failing to open the second lock immediately would cause the first one to reset. He searched for the two switches, which were hidden under two of the fifteen trash cans in the room. After trying several combinations, he managed to unlock the door.

“Hey, kid! What do you think you're doing here?” demanded Lt. Surge. “You won't live long in combat! That's for sure! I tell you kid, electric Pokémon saved me during the war! They zapped my enemies into paralysis! The same as I'll do to you!” declared the Gym Leader, who then released a Level 21 Voltorb, a Level 18 Pikachu, and then a Level 24 Raichu.

Ash found that electric-type Pokémon, like his Pikachu, were particularly strong against Lt. Surge's Pokémon. Lt. Surge had high-level Pokémon, but they were nothing Ash's Pokémon couldn't handle.

Beating Lt. Surge earned Ash the much-coveted Thunderbadge, his third Pokémon Trainer's Badge. “The Thunderbadge cranks up your Pokémon speed! It also lets your Pokémon fly any time,” Lt. Surge informed him. “You're special, kid! Take this!” Lt. Surge handed Ash a TM24, which Ash used to teach Pikoo, his electric-type Pokémon, the Thunderbolt attack.
